Commissioners:

Was the Clark County Urban Livestock Task Force charged with finding a proactive way of handling manure issues created by irresponsible horse owners? Really?

If so, then why did the ULTF create such an invasive, ponderous ordinance regulating such a variety of animal species? Although perhaps well-intentioned, the new ordinance is too far-reaching.  

Yes, the proposed ordinance states that “existing” farming activities are “grandfathered in.”

Sure, unless the operation “expands.”

If, as has been repeatedly stated, legitimate agriculture is to benefit from this ordinance, then this proposal defies reason. Farm operations are constantly in a state of flux.  Seasonal expansion and reduction are central to food and fiber production.

“Grandfathered in?”  Sure, until someone builds a lovely new home next door to an existing operation and decides to make the farmer’s life miserable.

What about 4H families? Should they really have to pay fees to the county and/or be forced to build “conforming” animal-housing structures in order to participate in a wholesome traditional American project?

Manure and noise issues can and should be easily addressed without creating a new ordinance that, once again, stifles farming activities.  

Please simplify this matter. Consider addressing noise, odor, and other potential livestock issues by utilizing existing nuisance ordinances.

Don’t add another level of bureaucracy through which those of us unfortunate enough to be added to the UGA must navigate in order to enjoy life in rural Clark County.
